Sharon Greene + Associates (SGA) has achieved a national reputation over the last 20 years for addressing the financial and economic elements associated with transportation projects. These elements include analysis of traditional federal, state, regional and local grant programs as well as incorporating funding from private sources such as value capture programs and public-private partnerships, and development of interagency cost-allocation programs. The firm is often called upon by public sector clients to recommend traditional and innovative strategies for implementing projects – from small scale transit-oriented development to major regional transit projects, highway networks, and goods movement improvements.
Over the last several years, SGA has been at the forefront of the emerging focus on innovative project delivery. In both the transit and highway fields, the firm has been involved in some of the nation’s most interesting and inventive programs, many involving completely new approaches to sharing risk and creating partnerships between public agencies and the private sector. As examples, in the goods movement domain, SGA was an instrumental member of the team charged with developing and managing the Alameda Corridor Program in Los Angeles, the first project of its type to utilize a targeted federal loan combined with private finance and traditional grants. In the transit field, SGA is a key member of the advisory team to Los Angeles Metro on Public-Private Partnership opportunities for implementing its Long Range Transportation Plan and for leveraging private funding with federal, state, and local funding. The firm is also currently involved in the financial oversight of the $4.5 billion Utah Transit Authority Transit 2015 Program, which is based on a completely new approach to partnership between the federal government, local governments and the private sector. And in the highway sector, SGA played a key role in creating final recommendations to design and construct a long-awaited and heavily debated new bridge over the Mississippi River in St. Louis, based on the results of a feasibility analysis of an Interstate toll structure utilizing either a public toll authority or a long-term lease to a private concessionaire.
As an active member of the boards of key transportation organizations including American Public Transportation Association, Transportation Cooperation Research Program, and Transportation Research Board, Sharon Greene brings to the firm and to each agency she is involved with, her extensive knowledge and involvement in shaping transportation policy and in developing and implementing innovative approaches to transportation infrastructure issues. Recent activities for these organizations include: Chair, TRB Transit Cooperative Research Program; Chair, APTA Financial Planning Subcommittee; Chair of the TCRP Study on Managing Capital Costs on Major Capital Investments; Panel Member for the TCRP Study on Local and State Funding Sources and Strategies; Vice Chair for Business Members, APTA Executive Committee; Chair, APTA Business Member Board of Governors; and APTA Legislative Steering Committee member.
SGA is a certified Disadvantaged Business Enterprise (DBE) and Woman Business Enterprise (WBE) in several states. The firm has offices located in Laguna Beach, California and Denver, Colorado.
